The Development Authority/Downtown Development Authority serve as joint authority and is composed of seven (7) members created and appointed by the City Council and Mayor and recognized by the State of Georgia as a public corporation with a specified set of powers and a specific purpose and mission to:

Development Authority
The purpose of the Development Authority of Fairburn is to develop and promote for the public good and general welfare, trade, commerce, industry and employment opportunities and to promote the general welfare within the City of Fairburn.

Downtown Development Authority
The purpose of the Downtown Development Authority is the revitalization and redevelopment of the central business district of the city; to develop and promote for the public good and general welfare trade, commerce, industry, and employment opportunities and to promote the general welfare of the City of Fairburn. The nature of the Downtown Development Authority brings advantages because its sole concern is the downtown area, avoiding unrelated issues.
